Workplace safety is not an HR project you check off, but a continuous process that begins with solid training. Yet research shows that many organizations struggle with developing effective safety training. The result? Equipment is used incorrectly, employees take unnecessary risks, and the organization becomes vulnerable to incidents. A good training program for safe equipment use goes beyond mandatory instruction on day one. It requires a strategic approach where you not only organize knowledge transfer, but also achieve behavioral change. In this article, you’ll discover how to develop a program that actually works.

Why standard safety instructions fall short

Most organizations do have some form of safety instruction, but it often gets stuck in general guidelines. Half an hour of PowerPoint, a signature for approval, and done. The problem? Employees remember little of what they hear, and even less of what they don’t experience themselves. Effective safety training requires a different approach. You need to understand which specific risks exist in your organization, which materials and machines employees use, and where the biggest pitfalls are. Without that analysis, you develop training that’s too general to make an impact. Added to this is that safety is often seen as ‘something from HR’ or ‘something from the health and safety coordinator’. But safety is part of your organizational culture. If managers don’t consider it important, employees won’t feel responsible either. A good training program therefore addresses not only the practical actions, but also the underlying culture.

The foundation: a thorough needs analysis

Before you start developing training materials, you first need to get clear on what exactly is needed. That starts with a Risk Inventory and Evaluation. Which machines are used? Where do most near-accidents occur? Which actions consistently pose risks? This analysis gives you concrete starting points. Perhaps it turns out that forklift drivers regularly drive too fast in tight spaces. Or that warehouse employees use ladders without proper stabilization. Or that new employees receive insufficient guidance when using complex equipment. In addition to the technical risks, it’s important to look at the target group. What is their current knowledge level? How much experience do they have with the equipment? Do they all speak Dutch fluently, or do you need to account for language barriers? These factors determine how you design the training.

Goals that go beyond ‘working safely’

An effective training program has clear, measurable goals. ‘Employees must work safely’ is too vague. Better is: ‘After the training, employees can independently perform a safety inspection before starting with the machine’ or ‘Employees recognize the five most common risk situations and know how to prevent them’. This concreteness also helps you measure the effectiveness of the training. You can test whether employees perform the correct actions, whether they recognize risks, and whether the number of incidents actually decreases. Without measurable goals, you never know if your training works. Also ensure that your goals align with what employees need in their daily work. Theoretical knowledge about safety standards is nice, but if they don’t know how to apply them in their specific situation, it won’t get you very far.

The six principles for effective training

Good safety training follows a number of fundamental principles known from training science. The first principle is specificity: the training must align with the concrete situations employees find themselves in. Generic safety videos work less well than practice-oriented scenarios from your own warehouse or production hall. The second principle is progression. You build up the training gradually, from basic to complex. Start with the fundamentals of safe working before going into specific machines or risk situations. This prevents overload and ensures better understanding. The third principle is repetition. One-time training is insufficient. Employees need regular refresher moments, especially if they don’t perform certain actions daily. Therefore, schedule periodic training, for example every six months. The fourth principle is variation. Alternate theory with practice, individual exercises with group assignments, and classroom instruction with independent learning. This maintains attention and increases the chance that knowledge sticks. The fifth principle is feedback. Employees must immediately know whether they’re doing something right or wrong. This can be through practical simulations where a trainer observes, but also through colleagues who address each other about unsafe behavior. The sixth principle is transfer: what employees learn must also actually be applicable in their work. Therefore, ensure that the training environment is as realistic as possible, and that managers actively encourage what’s been learned on the work floor.

Practical design of the program

A good safety training program combines different learning formats. Start with a theoretical foundation in which you explain why safety is important, which risks exist, and which rules apply. But don’t linger here too long; people learn primarily by doing. Then move on to practice-oriented exercises. Have employees perform a safety inspection themselves. Let them practice the correct use of equipment, under the guidance of an experienced colleague or trainer. Simulate risk situations and discuss how to recognize and prevent them. Provide visual support. Photos of correct and incorrect working methods, videos of near-accidents, infographics with the most important safety rules. Visual material often appeals more than textual instructions, especially for employees who are less accustomed to theoretical training. Also involve experienced experts in the training. Have employees who have been working safely for years share their tips. Or invite someone who has experienced a workplace accident and can talk about its impact. This makes safety concrete and personal.

The five basic safety measures in warehouses

In warehouse environments, certain risks consistently recur. It’s therefore wise to focus your training program on five core measures that have the most impact. First: organization and cleanliness. A messy warehouse is an unsafe warehouse. Train employees to keep aisles clear, store materials in the right places, and clean up spills immediately. This prevents tripping hazards and ensures that forklifts can maneuver safely. Second: correct use of personal protective equipment. Safety shoes, helmets, gloves, hearing protection,it all must be worn consistently. Explain why these items provide protection and ensure they’re comfortable and well-fitting, otherwise they won’t be used. Third: safe lifting and hoisting. Back problems are one of the most common work-related issues. Train employees in proper lifting techniques, the use of aids such as hand trucks and roll containers, and recognizing loads that are too heavy to lift alone. Fourth: awareness of traffic movements. In busy warehouses, forklifts, reach trucks, and employees move among each other. Train employees to be alert to their surroundings, make eye contact with forklift drivers, and use designated walking routes. Fifth: reporting unsafe situations. Create a culture where employees feel free to report risks without fear of blame. Train them to recognize what an unsafe situation is and how to report it. And ensure that reports actually lead to action.

Time and resources for development

A frequently asked question is: how much time does it take to develop a good training program? The answer depends on the complexity of your organization and the materials you use. As a rule of thumb, you can assume that for each hour of training time, approximately eight to ten hours of development time is needed. That sounds like a lot, but remember that you can use the program for multiple years. And that the costs of a workplace accident, both in human suffering and financial impact, are many times higher than the investment in good training. You also don’t have to reinvent the wheel. There are many existing training modules available that you can adapt to your situation. Work together with occupational health services, industry organizations, or specialized training agencies that have experience with your sector. Do ensure that you take sufficient time for the practical implementation. Employees must have the space to practice without time pressure. A training squeezed in between two production peaks has little effect.

Implementation and embedding in the organization

The best training program doesn’t work if you don’t implement it properly. Start with a pilot with a small group of employees. Evaluate what works and what doesn’t, and adjust the program before rolling it out to the entire organization. Ensure that managers are actively involved. They must reinforce what’s been learned by complimenting employees on safe behavior and addressing them about risks. If a team leader doesn’t follow the safety rules themselves, it undermines the entire program. Make safety part of your regular conversation cycle. Discuss during performance reviews how employees handle safety. Include safety in your onboarding of new employees. And regularly organize toolbox meetings in which you discuss specific safety themes. Also measure the effectiveness of your program. Track how many incidents and near-accidents occur. Conduct periodic knowledge tests to check whether employees still know the most important safety rules. And ask employees themselves how they experience the training and what could be better.

From compliance to culture

Ultimately, a good safety training program is not just about complying with rules, but about creating a safety culture. A culture in which employees feel responsible for safe working, both for themselves and each other. Where it’s normal to address a colleague who takes a risk. Where safety is not seen as burdensome, but as self-evident. You don’t achieve that cultural change with one training. It requires a long-term vision in which training, communication, leadership, and reward come together. But it does start with a solid training program that gives employees the knowledge and skills to work safely. As an HR professional, you can play a crucial role in this. Not by seeing safety as a mandatory item, but by connecting it with broader themes such as employee wellbeing, organizational culture, and psychological safety. Employees who feel safe on the work floor perform better and stay with your organization longer. Therefore, start today by critically examining your current safety training. Is it still current? Does it align with daily practice? Does it lead to measurable behavioral change? And if not, what do you need to elevate it to a higher level?
